HSCC Earns Official No-Kill Shelter Designation from Best Friends Animal Society

The Humane Society of Carroll County (HSCC) is proud to announce it has achieved No-Kill designation from Best Friends Animal Society, a national leader in animal welfare dedicated to ending the killing of dogs and cats in U.S. shelters. This designation reflects HSCC’s ongoing commitment to lifesaving practices and strong community collaboration.

In 2025, HSCC helped thousands of animals find positive outcomes. The shelter celebrated 4,197 adoptions, placing pets into loving homes throughout Carroll County and beyond. In addition, HSCC’s Animal Control Officers successfully returned 243 stray animals to their owners, reuniting families and reducing shelter intake.

Best Friends Animal Society recognizes shelters that meet key lifesaving benchmarks, demonstrating a strong commitment to saving every animal who can be saved through adoption, foster care, reunification, and comprehensive medical and behavioral support. Achieving No-Kill designation signifies that HSCC’s lifesaving efforts align with nationally recognized best practices.

“This milestone belongs to our entire community,” said Jaime Limoges, Executive Director of the Humane Society of Carroll County. “Our staff, volunteers, foster families, Animal Control Officers, rescue partners, donors, adopters, and the support of Carroll County all played a critical role in making this achievement possible. Every adoption, every reunion, and every act of compassion matters.”

The No-Kill philosophy emphasizes humane care and responsible decision-making, ensuring animals are given every opportunity for a positive outcome. While humane euthanasia may still be necessary in rare cases due to severe medical or behavioral concerns, No-Kill designation reflects a strong overall commitment to lifesaving.

HSCC remains dedicated to building on this achievement by expanding community programs, supporting responsible pet ownership, and continuing to work toward a future where every healthy and treatable animal finds a safe and loving home.
